Who in-charge in Malaysia Cabinet actually?

Now, the conclusion (here, here, here and here)
Several Ministers and Deputy Ministers in Malaysia Cabinet VS a freelence "Minister? Chief Minister? P.M (someone claimed that)?" yet can't see the RESULT clearly. Other races societies said:"His words hurt!"; somone said:"No sorry". Who else in-charge in this country? I'm confuse... Hope on this November?
